Bulgaria, a Hague Convention country since 2002, offers a structured and compassionate path to adoption. Located in Southeast Europe, Bulgaria is known for its rich cultural heritage, warm hospitality, and child-focused adoption system that prioritizes matching children with loving families.

Eligibility Requirements

Prospective adoptive parents must meet the following requirements:

  • At least one parent must be a U.S. citizen and at least 25 years old
  • Married couples or single women may apply
  • At least one of the adoptive parents must be 15 years older than their adoptive child. The age difference between the child and the adoptive parent should not exceed 50 years
  • Healthy with no serious or life-threatening diseases
  • Financially stable
  • Able to meet U.S. Citizenship and Immigration Services (USCIS) requirements

About the Children

Children available for adoption from Bulgaria include:

  • Children ages 2-15 years old
  • Sibling groups and older children
  • Children with Down Syndrome (ages 2-3 years)
  • Of Bulgarian, Roma, or Eastern European descent
  • Minor to moderate special needs

Children live in foster homes or orphanages until adoption.

The quickest path to adoption is through our Waiting Child List. These children have already been approved for adoption and are ready to be matched with a family.

Matching Process

There are two pathways to matching with a child:

  • Traditional: The Ministry of Justice (MOJ) matches families based on home study recommendations and special needs preferences.
  • Waiting Child: Once approved by MYP, families can view the MOJ's waiting child list (children with significant special needs, older children, or larger sibling groups) and submit a pending application for a specific child.

Timeframes & Travel Requirements

Wait time depends on your openness to age range, special needs, and sibling groups. Average is 1-3 years; wait times for "healthy" children are longer.

Two trips required (each estimated 7-10 days):

  • First trip: Meet the child for official match
  • Second trip: Bring your child home
